    Leased employees’ rights ‘on the thin ice’

    None of trade union amendments to a text of Law on Agency Employment has been accepted, so relationship between employees and intermediaries, as they claim, will remain undefined.

    This happens because those who aren’t officially social partners, such as Foreign Investors Council and American Chamber of Commerce, have a major impact on our legislation, Confederation of Autonomous Trade Unions claims. Among other things, adoption of this regulation depends on their will too.

    New law should resolve status of about 100,000 workers who become employed only with mediation of nearly 80 agencies. This would also solve long-standing legal vacuum conditioned by the lack of regulations governing leased work.

    Work group recently completed work on Law on Agency Employment and it is expected to be adopted by the end of the year.

    Our proposal that there must be a financial guarantee for every agency that wants to deal with this business has been denied. So, it will still be possible to establish agencies by anyone who wants and if an employer doesn’t pay salary to an employee, agency won’t have guaranteed means as well, Confederation of Autonomous Trade Union says.
