New occupation – acting director
Acting assistant minister is being replaced by a new acting assistant minister. In the middle of the competition for election of director of the public enterprise, the Government appoints acting director, and so forth, the Vecernje novosti daily report.
Legal obligation to elect directors of state-owned enterprises of public significance via competition has expired more than a year ago, yet only four positions have been filled via strict selection by the Government Commission.
The Government has not been more decisive when it comes to appointment of functionaries within state administration as well – majority of assistants, secretaries, administration directors and office directors are in temporary status. The interesting thing is that Serbian government refuses to present the total number of state-owned and public enterprises in acting status.
While obeying the last version of the Law on Public Enterprises, the Ministry of Economy announced 27 competitions during last year. Majority of those competitions remain open after a full year has gone by, even though the Government appointed acting directors to those positions in the middle of “selection process.” During a search for professional manager, heads of “Resavica”, “Koridori Srbije”, “Srbijasume”, “Lutrija Srbije”, have been appointed as acting directors, while acting directors of “Srbija kargo” and “Infrastruktura zeleznica Srbije” have switched positions. Heads of “Elektroprivreda Srbije”, “Posta Srbije”, “Srbija Voz”, “Putevi Srbije”, “Nuklearni objekti Srbije”, etc. are also in temporary status. Officials of “Elektromreza Srbije”, “Srbijavode”, “Jugoimport SDPR” and “Skijalista Srbije” have been elected via public competition.
