Major national project „skipped“ in the budget

One of the biggest, and, at the same time, the most criticized, investments planned by the state in the upcoming period is certainly the construction of the National Stadium, for which, according to Finance Minister Sinisa Mali, EUR 250 million has already been allocated. This project has been talked about for years, and the minister announced that works would begin in mid-2020. However, there is no mention of the stadium in the state budget, especially in the part that lists the capital projects over the next three years (2020 – 2022) and the funds necessary for their implementation. The only section of the 2020 Budget Act where this project is mentioned is the list of approved project loans, noting that the state will borrow EUR 250 million for this purpose and it is not specified where the loan would be taken; instead, the generic item „funds, corporations and banks“ is used. Public finance experts point out that since there is no specific item in the budgetary expenditures, nothing concrete should happen with this project this year. The state often includes loans in the plan for a certain project, but these projects are not implemented for years, and in some cases they never are.
