    COMMUNITY SERVICE POLICE OFFICERS go to history – this is their NEW NAME and FUNCTION

    At today’s session, the Serbian government adopted a Bill on Community Service Officers (CSO) and submitted it to the Serbian Parliament for adoption, said Goran Vesic. The deputy mayor of Belgrade also said that the amendments were proposed by the City of Belgrade in order to make CSOs more efficient in regulating order in their domain and so that the citizens would be better protected from, as he says, disrespectful behaviour of any type. He added that the amendments to the law were made in favour of ordinary citizens, respecting the order within the community and increased security of all citizens, primarily the youngest, the city administration said in a press release. „Just as the members of the Interior Ministry take care of the security of each of our citizens, and they do it very well, CSOs take care of every, even the smallest, municipal issue, so that citizens would be satisfied. That is why I believe that, by changing the name of this service to CSO (komunalna milicija), we will show more clearly the connection of this service with ordinary people and prove that these officers are here to take care of every person being able to live in a well arranged municipal environment,“ Vesic said. He added that in the next three years every local self-government with community service officers would independently determine the appearance and color of the uniform which should contain local characteristics, and which must differ from the police uniform. The Bill on Community Service Officers allows the formation of the CSO units at the municipal level as part of the municipal or city administration, and the provision that the number of CSOs is determined by allocating one CSO per every five thousand inhabitants is annulled. Vesic said that the previous provision – based on which Belgrade could have one CSO per 5000 people – led to fewer than 300 CSOs in the city. He emphasized that he was particularly satisfied because the new law introduced more stringent criteria for the employment of CSOs, thus anyone who wants to become a CSO will have to fulfill the conditions in terms of psycho-physical ability, education, pass the CSO exam, while one of the criteria will also be that there are no security obstacles to performing duties. Vesic pointed out that CSOs, based on the amendments, would be able to use tablet computers connected to the city server to record evidence of municipal offences and thus prove violations of the municipal order, including improper parking, especially at pedestrian crossings, tram rails or in a yellow lane, throwing garbage, playing loud music and other municipal offences…. The deputy mayor pointed out that one of the novelties is the introduction of Internal Control as a special organizational unit within the CSO units.
