
TRUTH or EUR 10,000: Act on MISSING Babies passed
The Serbian Parliament has passed an Act on establishing facts about the status of the children suspected of having gone missing in maternity wards of the hospitals in Serbia, which, according to the authorities, should enable the truth to be revealed and help parents find the answers they have been searching for over decades. One of the reasons for the adoption of the act is the 2013 verdict of the European Court of Human Rights determining that Zorica Jovanovic’s right to family life has been violated. That ruling obliges Serbia to establish the facts in the other cases as well. If it is not possible to determine the status of a child, at the request of the proposer, financial compensation not exceeding EUR 10,000 may be awarded. In order to prevent abuse, procedures will be followed in those cases where a parent has previously contacted state institutions. If the investigation shows that a child has disappeared due to the commissioning of a crime, a criminal complaint will be filed.
